為了盡量剝離對系統標準的依賴，OMA（Open Mobile Alliance）給出了用戶面的AGPS協議，即SUPL（Secure User Plane Location）。該協議從移動通信系統的用戶面傳輸數據，實現對GPS的輔助，移動通信系統本身的角色成為數據傳輸的承載（Barrier），而不是數據信令交互的參與者。SUPL協議的服務端也不再受到通信運營商的限制，更加開放。

SUPL的好處，舉一個實際的例子就可明顯看出。Nokia的上一代機皇N95支持AGPS。該機內置的GPS芯片為TI的NavLink，GPS天線則采用Pifa天線，這種配置，如果放在導航儀上，肯定無法賣得出去。實際測試結果也很符合其配置：在開闊天空下，如果使用自主定位，啟動時間至少在3分鐘以上，但當打開采用SUPL協議的AGPS功能后，即使在高樓林立的市中心地區，啟動時間也可在10秒鐘以內。兩者性能差別一天一地。這也可見Nokia為何底氣十足的推出那么多款采用Pifa天線的GPS手機了。（順帶一句，Nokia的SUPL協議服務端地址為supl.nokia.com。）除了Nokia外，HTC的多款GPS手機上使用的搜星快手功能，也是基于SUPL協議的AGPS。
